The first pass on correcting a problem like this is to shut the machine off and restart with a cold boot. (Sorry for the long winded ramble that follows). It all comes down to whatever information a particular piece of software retains and how the OS retains and retrieves it. A "warm" boot retains information used to restart ("wake up") the machine thereby possibly keeping any potentially dubious settings active. Selecting a region changes the language and/or content on you let the machine go into standby or hibernate rather than actually shutting it off ("warm" boot as opposed to "cold" boot) you will be more likely to run into these types of problems.
